Public Comment Period on Intent to Make a Determination

May 21, 2026 – The Greater Toronto Airports Authority (GTAA) must determine whether the proposed Area 15A Temporary Construction Facilities - Concrete Batch Plant and Laydown Site Project located at Toronto Pearson International Airport is likely to cause significant adverse environmental effects. To help inform this determination, the GTAA is inviting comments from the public respecting that determination. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project: Area 15A Temporary Construction Facilities - Concrete Batch Plant and Laydown Site

This project involves the following:

As part of the Greater Toronto Airports Authority's (GTAA's) Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program, a laydown area and concrete batch plants will need to be constructed to facilitate construction needs.

This site will be located at the southwest corner of Airport Road and Derry Road, on land that is currently being utilized as a semi-truck trailer lot with an existing gravel surface. The site will consist of 2 concrete batch plants and each with concrete storage and batching silos.  There will also be designated areas stockpiling, concrete recycling and crushing, construction equipment storage and a concrete wash-out location.

Construction will consist of minor excavation, utility removals/relocations/installations, minor clearing and grubbing, site grading, paving, line work, and lighting installation. Trailers will be of prefabricated models, thus will be delivered to site and will require no construction.

Several sustainability best practices will be incorporated into the projects design and implementation for the wider Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program.
