Collins Bay Institution – Demolition of Buildings CBB3 and A10 – Public Comments Invited

June 11, 2026 – The Correctional Service of Canada must determine whether the proposed Collins Bay Institution – Demolition of Buildings CBB3 and A10 located in Kingston, Ontario is likely to cause significant adverse environmental effects.

To help inform this determination, the Correctional Service of Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

This project involves the interior fit-up of a portion of Collins Bay Institution Building 3. This will enable successive projects in view of the Collins Bay Institution Master Plan. The remaining unrequired space will be demolished and site restored. Collins Bay Institution Building A10 will also be demolished, after functions are relocated to Collins Bay Institution Building 3. Healthcare expansion can than proceed on Collins Bay Institution Building A10's former footprint.

Project includes the following activities:

  • Pre-demolition fence work and removals from the building
  • Disconnections, removal, capping and disposal of all site services for the living unit
  • Demolition and disposal of the existing structure complete with backfilling and grading of site and surroundings
  • Closing and interior/exterior finishing of all existing penetrations to the existing
  • Corridor building to remain (Collins Bay Institution Building 3 only)
  • Removal and adjustments of interior fence work and site restoration
  • Moving of functions from Collins Bay Institution Building A10
