Lubicon Summerland Road

The Summerland Road Project includes road upgrades and rehabilitation of the existing roadway from km 9.739 to km 19.210, also known as the Summerland Lease Road. The project is in Northern Sunrise County, just outside the hamlet of Little Buffalo, Alberta and is located entirely within the Lubicon Lake Band lands (i.e., Federal Lands, Figure 1). The planning and design of the project is being overseen by the Project Implementation Committee (PIC), which includes representatives from Lubicon Lake Band and Indigenous Services Canada (ISC).
The existing gravel roadway will be widened from the current 7 m to 10 m with 2 m wide ditches to allow for a 90 km/h design speed (80km/h posted speed). The License of Occupation (LOC, LOC820807), belonging to Blue Sky Resources and which is currently 20 m wide, will be widened to 30 m to meet RLU-210 requirements and minimize land and environmental impacts. Minor road realignments will occur at existing road curves at within km 13+035 to km 13+503 and at km 15+159 to km 15+130, as well as minor realignments at the watercourse crossings between km 16+572 and km 17+121. A large realignment of to
north section of the road between km 17+250 to km 18+600 is proposed to keep the project within the Lubicon Lake Band lands. The project will also include the construction of access roads and service roads to tie into existing and future access points as a result of the realignments.
Three watercourses and multiple wetlands intersect the project and the existing culverts will be replaced based on hydraulic capacity and road widening. Final borrow locations are yet to be confirmed.


Latest update

May 11, 2026– Indigneous Services Canada intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, Indigneous Services Canada is inviting public comments until June 10, 2026 respecting that determination.
